ChatGPT Ads Launch in India: WPP, Omnicom, and Self-Serve Buying from September 4
Six months after OpenAI began testing ads in the United States, ChatGPT Ads are rolling out in India — one of the chatbot's largest and fastest-growing markets. Here is exactly what was announced, who it reaches, and how Indian advertisers can get in.

What was announced
ChatGPT Ads are rolling out to logged-in adults on the Free and Go plans in India. Plus, Pro, Business, Enterprise, and Education subscribers keep their ad-free experience. Ad agencies WPP and Omnicom are OpenAI's first agency partners in the country, with more than 50 brands expected to go live within a week.
From September 4, 2026, businesses of any size can access a self-serve Ads Manager with daily budgets starting at ₹725 — roughly US$8.50 at current rates.
Who sees ads — and who doesn't
Ads serve to logged-in adult users on the Free and Go tiers — the same tier split used in every other serving market. Paid subscribers (Plus, Pro, Business, Enterprise, Education) see none. Ads are not shown on accounts identified or predicted to be under 18, and they are not eligible to appear alongside sensitive or regulated topics such as mental health and politics.
How ads appear — and the privacy rules
Ads appear below a ChatGPT response, clearly labeled and visually separated from the AI answer. OpenAI states that ads do not influence the answers ChatGPT generates — the organic response and the sponsored card run on separate systems.
- No conversation access. Advertisers receive aggregate campaign data (impressions, clicks) — not individual chats, chat history, memories, or personal details. OpenAI says it does not sell user data to advertisers.
- User control. Users can dismiss ads, give feedback, see why an ad was shown, manage personalization, and clear data used for advertising.
- Policy guardrails. Advertising policies address scams, misleading claims, and harmful content as the program rolls into India.
The agency play: WPP and Omnicom
WPP and Omnicom are OpenAI's first agency partners in India, supporting advertisers with strategy, creative, measurement, brand safety, and campaign execution. The arrangement is non-exclusive, and OpenAI says it will continue to bring in other agencies — WPP, Omnicom, Publicis, and Dentsu already partner with OpenAI on the program globally.
Dave Dugan, OpenAI's VP and head of global ads solutions, framed the pitch around context: “With ChatGPT Ads, businesses of every size can introduce themselves at relevant, high-context moments when decisions are beginning to take shape.”
Self-serve Ads Manager: what you get from September 4
Once self-serve opens, Indian businesses can create an advertiser account, add payment details, set budgets and bids, upload ads, launch campaigns, and monitor performance — with daily budgets from ₹725.
OpenAI's campaign setup currently supports two objectives: Reach (optimized for impressions, bought on CPM) and Clicks (optimized for valid clicks, bought on CPC). Maximum bids are set at the ad-group level.
The expansion timeline: from US test to India
- Feb 2026 — OpenAI begins testing ads in ChatGPT in the US.
- Spring 2026 — Expansion to Canada, Australia, New Zealand, the UK, Mexico, Brazil, Japan, and South Korea.
- May 2026 — Beta self-serve Ads Manager, CPC bidding alongside CPM, and expanded measurement.
- Aug 2026 — European rollout across 31 countries; India announced with WPP and Omnicom.
- Sep 4, 2026 — Self-serve Ads Manager live in India from ₹725/day.
What it means for advertisers
- A new intent surface. Indian marketers already buy search intent and social audiences. ChatGPT Ads is a third proposition: advertising against conversational intent — moments where users are comparing options and making decisions.
- Festive-season timing. The rollout lands as India heads into the festive shopping season — a chance to reach high-intent research early.
- Check eligibility first. Not every business can run campaigns yet. Use our eligibility checker before planning budget.
- Tracking still comes first. Budgets start low (₹725/day) but waste is still waste. Pixel and Conversions API setup before spend remains non-negotiable — see our conversion tracking guide.
